MID Floods Mans Home and then Denies It

Last night in the Needham, College, Stoddard neighborhood, MID apparently left a gate valve open and flooded a mans home and the surrounding area. Unfortunately he was preparing to move so all of his possessions were boxed up and on the floor. When he woke up to find the flooded mess he called MID Water and they pointed fingers at MID Electrical. When he called MID Electrical, you guessed it, they said it was MID Water. So he called the Modesto Police Department.
Bottom line is that it took over two hours to get anyone to respond to his problem. In the meantime he's been forced to move to temporary housing while he tries to figure out how to dry his clothes and all of the boxes and attempt to sort out what can be salvaged and what can't.
